Inactive Arrows

I have found that arrows are overall inactive, skeletons can't shoot me but I can't use arrows in PVP (i ve know this because ive tested it on Spoon).
Can someone tell me if its just a problem I have or is the whole server experiencing it.
If so are arrows going to be activated any time soon?

It may be that the server is really laggy right now (for me, don't know about you guys...).

That too but I still believe arrows dont work for everyone.

Doesnt work for me either. Is this part of Notch's wonderful SMP skills?
