NO WATER, NO LAVA RULES

This pretty much sums up what you are allowed to use it for. You cannot throw down lava while in the midst of running away from someone or attacking. This is considered griefing the landscape, or base for a temporary gain.

Throwing it down while being pursued sounds like a valid maneuver to me, granted it isn't in a town or other user-made area.
